Codes in the AADSTS65001 family mean your organisation has not approved Manifest yet. That is a setting in your company’s directory, so pressing the button again will give the same answer.

This takes whoever runs your Microsoft tenant straight to the approval screen, with the permissions Manifest asks for listed. They approve once, for everyone at your company.
